The situation is even worse than that editorial reports. A comics artist friend of mine (he works full time in comics) left the state entirely two years ago when the city of Los Angeles levied a "working at home" tax on him and made it retroactive to 2004 and demanded two thousand dollars from him. It was the last straw so he just picked up his family and moved to another state. So even though he worked at home and didn't add to the daily traffic jams and air pollution, he was punished for this.
