The way I read it, it's not that you can't charge anyone for amagazine about comics but that no one will buy it. The magstoday, article states, exist only if subsidized by publishers(as a way of promotion for albums) and when finances get tight(as they apparently and unsurprisingly do) then you have magsleft out in the cold.
