As I recall, this is a prize related to a series of radio stations and part of the award is that your work is hyped on those stations. Also, the yearly winner is selected from a group of winners named every month. A relatively new award, although one that always seems to garner its fair share of press, the Grand Prix RTL de la BD has been around since 2004.
